City of St. Paul - St. Paul, Minnesota
City Hall Annex Floors 2-5 Renovation
Lead consultant working direct for Owner for mechanical and engineering design services for renovation, Construction Manager Assistant through Construction. The project consists of renovating Floors 2 through 5 of the City Hall Annex. Mechanical services include:
- Provide “Pre-Design” study of single zone air supply vs. VAV system
on floors 3, 4, 5.
- 2nd Floor: Modify existing Supply Unit (located on second floor), add return exhaust fan for economizer cycle, provide new ducted variable air volume system with plenum return air system.
- 3rd, 4th, 5th Floors: Connect to existing Supply Units (multi-zone with zone for each floor controlled by single thermostat per floor), add new supply duct on each floor, add booster fans at each end of the floor. The new booster fans operate similar to fan powered VAV boxes.
- Fire Protection: Adjust heads to match new ceiling layout. Revise piping and heads in toilet area
- Plumbing: New Men’s and Women’s toilet location on Floor 2, renovate toilets on Floors 3, 4, 5. Provide new fixtures similar to upper floors. Connect to existing HW, CW, W and V system.
Electrical services include:
- New lighting and switching similar to upper floors.
- Power wiring as required.
- Boxes and conduit for voice, data and security.
- Rough-in for fire devices.
Utilize existing HVAC equipment which was determined to have 20 years remaining life (savings in project construction cost), add economizer cycle to units which previously did not have, (energy savings), distribute air in a more efficient and effective manner, new energy saving lighting.
Central Service Facility:
- Addition and remodel of the existing office/maintenance shop.
- New HVAC systems consisting of single zone supply units with steam heating coils connected to the existing low pressure steam boiler and DX cooling coils connected to remote air cooled condensing units.
- New lighting (indoor and outdoor), power, and life safety systems.
- Interconnect the fire detection, alarm, and temperature control systems to existing systems.
Southwest Maintenance Facility:
- Construct a new maintenance facility for the Parks and Recreation Department consisting of an office area, heated service area, cold storage area, chemical mixing facility, outdoor wash bay, and fuel station.
- Mechanical systems consist of the following:
- Water pressure booster pump system providing sufficient pressure to plumbing fixtures and wash down equipment
- Waste from plumbing fixtures and maintenance area drains extended to the sewage ejector which pumps to the city sewer
- Office HVAC consists of gas fired supply units containing DX cooling coils with remote roof mounted condensing units
- Heated Service area heating and ventilating consists of low intensity infra-red heaters, direct gas fired make-up air unit, and exhaust systems set up for gasoline and diesel vehicles.
- Electrical systems consist of the following:
- Lighting and power to office area
- Exterior wall and pole mounted lighting, security gate, and fuel dispenser.
Recreational Center Furnace Replacement:
- Replace existing gas fired furnaces and gas fired boilers in (9) nine Recreational Centers.
- Modify the existing distribution systems as required.
- Modify existing outdoor air intakes to meet present codes.
Como Shops:
- Addition of offices and remodeling of office space and retail shop areas.
- Provide new rooftop DX cooling and ventilating unit with steam heat for addition.
- Utilize variable air volume boxes with steam reheat coils for heating and zone control.
Fire Station #4 Boiler Replacement:
- Replace existing single gas fired hot water boiler with two high efficiency gas fired hot water boilers.
- Connect to existing natural gas and hydronic pumping and piping systems.
Public Health Center Ice Melt:
- Remove the existing ice melt system in the loading ramp.
- Install a new hot water ice melt system connected to a new heat exchanger fired by the existing steam boiler.
Western District Office HVAC Review:
- Review construction documents presented by the Design Build Contractor and their associated engineers for conformance to City of St Paul Design requirements.
800 Minnehaha Building HVAC Review:
- Review existing Office Building HVAC system anticipating purchase by the City of St Paul.
- Provide opinions and recommendations to modify the building to meet the needs for offices.
- Provide opinion of construction budgets.
Ramsey County Detox Center Review:
- Review remodeling of the toilet facility in the existing Detox Center;
- Provide options, recommendations, and opinions of budget estimates.
Phalen Park & Recreation:
- Remodel existing recreation building systems.
- Provide new plumbing, heating, and air conditioning systems.
- Utilize multiple residential furnaces with new duct distribution system.
- Connect new plumbing fixtures to the existing plumbing system.
- Provide a built up air handling unit and ducted air distribution system for Gymnasium.
Minneapolis Convention Center - Minneapolis, Minnesota
- Provide engineering services to replace the existing high pressure steam domestic water heaters, which were not operating satisfactorily, with new low pressure steam, instantaneous water heaters.
- Connect new heaters to the existing utilities, steam, condensate return, cold water and hot water.
- Provide a new circulating hot water system.
Hennepin County - Minneapolis, Minnesota
Energy Center Locker Facility:
- Provide plans and specifications to remodel the existing men’s locker room to provide new men’s and women’s locker rooms with shower and toilet facilities.
- Provide a new fan coil air supply unit for heating, cooling, and make-up air with associated toilet exhausts.
- Provide new plumbing fixtures connected to a new sewage ejector discharging to the building waste system.
Juvenile Justice Center Domestic Water Heater:
- Review options to provide back-up to the existing steam fired domestic water heater.
- Criteria noted heater could be down for 24 hours.
- Recommendation – purchase replacement items and maintain on site so the heater could be repaired in less than one day.
- Provide specifications for items to be purchased.
Family Justice Center Fire Pump Revisions:
- Review options to replace electrical power panels, pressure switches, fire pump system, and domestic water main to mitigate anticipated failure and / or code compliance.
- Provide “Design Build” documents for Owner to issue to selected contractors for implementation.
Critical Services Emergency Power Study:
- Evaluate critical building power issues for Government Center, Juvenile Justice Center, Family Justice Center, Public Safety Facility, Forensic Science Center, and Health Services Center.
- Review existing emergency power back-up and provide recommendations to mitigate building power loss (due to deficiencies) in available back-up power during any failure.
- Critical power issues shall include: life safety, security, communications, computers, building automation, emergency planning capabilities support systems, retention of inmates in controlled areas, etc.
- Review diesel fuel storage capacities and diesel fuel availability.
- Review normal electrical power feeds for back-up capabilities.
- Provide recommendations to mitigate deficiencies discovered.

- Remodel North Shop Office.
- Replace the existing gas fired multi-zone air handling unit with a gas fired variable air volume air handling unit with direct expansion cooling. Air is distributed through variable air volume boxes containing hot water reheat coils for winter heating.
- Modify the existing hydronic system to provide hot water to the new heating coils.
- Abandon the existing electric wall heating units.
Rochester Fire Station - Rochester, Minnesota
- A new fire station with living quarters, vehicle storage and minor repair area.
- Special area design includes hose drying, tanker fill, compressed air to equipment with air brakes and special exhaust for diesel fumes.
Fire Training Facility - Burnsville, Minnesota
- A new multi-story fire training facility incorporating a fire suppression system and special smoke removal systems which could be utilized in an emergency.
Vehicle Maintenance Facility - Edina, Minnesota
- Provide ventilation modifications to existing facility to meet new codes.
- Modify the existing ventilation and air conditioning systems as required.
Monticello Vehicle Maintenance - Monticello, Minnesota
- Provide heating, ventilating and plumbing systems for a maintenance shop, wash bay and storage facility.
